EUDR Scope Board — which Bali commodities are in scope

Regulation (EU) 2023/1115 requires deforestation-free proof back to the reference cutoff of 31 December 2020. The due diligence statement is filed in TRACES NT by the EU operator; the exporter supplies the geolocation and legality evidence. As of 2026.

PEB Clearance Ladder — the Indonesian customs workflow

Six rungs from business registration to Bill of Lading, each labelled with who acts. This is the standard Bea Cukai export flow via CEISA 4.0, as of 2026.

  1. NIB & export-eligibility check
    Acts: Exporter (via OSS). Business Identification Number plus any commodity-specific export licences.
  2. HS code confirmation
    Acts: Exporter with PPJK / advisor. Fixes duty treatment and triggers lartas permits and destination rules.
  3. PEB submission via CEISA 4.0
    Acts: Exporter or licensed PPJK. The electronic export declaration lodged with Bea Cukai.
  4. Customs response — NPE or inspection lane
    Acts: Bea Cukai (DJBC). Nota Pelayanan Ekspor releases the goods; a physical-inspection lane may be assigned instead.
  5. Container stuffing & gate-in
    Acts: Exporter & forwarder. ISPM-15-stamped packaging; cargo delivered inside the port cut-off.
  6. Bill of Lading issued
    Acts: Carrier. The B/L closes the Indonesian leg and anchors every destination-side filing.

When does EUDR actually apply to my shipments?

As of 2026: large and medium operators from 30 December 2025; micro and small enterprises from 30 June 2026. The deforestation-free cutoff looks back to 31 December 2020, and the due diligence statement is filed in TRACES NT before goods are placed on the EU market.

What is the EUDR geolocation rule for my farm plots?

Plots larger than 4 hectares need polygon coordinates; plots of 4 hectares or less may use single point coordinates. The exporter typically assembles this file even though the EU operator files the DDS.

What is a PEB, and what happens after I submit it?

The PEB is Indonesia’s electronic export declaration, lodged with Bea Cukai through CEISA 4.0 by the exporter or a licensed PPJK. Customs responds with an NPE (clearance to load) or assigns a physical-inspection lane.

Do I need an EORI number as an Indonesian exporter?

No — the EORI belongs to the EU (or UK) importer. If you have no buyer entity in Europe, an importer-of-record arrangement can hold that role; we arrange this through vetted licensed partners and say so plainly.

Does handicraft need a phytosanitary certificate?

It depends on the material. Plant-based products generally do; stone, ceramic and textile handicraft generally do not — but wooden packaging always needs ISPM-15 treatment and stamping. The HS code decides, which is why classification comes first.
